Policies describe broad boundaries, but teams also make concrete architectural, operational and delivery decisions. Governora captures those decisions as governed records and applies exact active versions to relevant AI work.
A Governora decision is a versioned organizational contract with ownership, scope, authority, monitoring and enforcement. Blocking decisions become MUST requirements; advisory decisions become SHOULD requirements.
Capture without granting authority
Explicit decision language in a conversation can create a candidate with message, conversation and run provenance. A draft cannot silently become policy or block work.
Define governance before activation
Activation requires an accountable owner, monitor, scope, authorized approver role, monitoring method, enforcement mode and review interval. Replacement uses an explicit supersedes relationship.
Freeze decisions into each task
Applicable active versions are resolved by organization, workspace, task domain, repository and actor scope. The resulting execution contract keeps their full statement, rationale and verifiable controls.
Evaluate deterministic controls
Current repository controls include required checks, required files and forbidden imports. Evaluations use an exact repository snapshot, and a result from an older snapshot cannot satisfy changed code.
Preserve append-only evidence
Every evaluation records the exact decision version, snapshot, trigger, findings, actor, time and blocking result. Changes create new versions instead of rewriting history.

Can an AI assistant activate a decision from chat?
No. Conversation capture creates a candidate without authority. Activation requires the configured authorized role.
Are decisions the same as routing policies?
No. Routing policies control provider and model eligibility. Decisions express organizational requirements that apply to the task and its outcome.
Can decisions currently block a deployment?
Governora calculates authoritative repository compliance locally. Publishing that result as an external CI status check is the next enforcement boundary and is not claimed as complete.
